Anticipation of a possible pandemic has prompted health and government officials to develop emergency pandemic plans. These plans address a number of questions with significant ethical implications (that is, they involve value decisions in addition to evidence-based ones). Examples include the allocation of scarce resources, restrictions on personal liberties for the sake of public health and the obligations of health care providers during a crisis. In response to a growing interest in ethical considerations surrounding pandemic planning, PHEN has gathered resources on this issue and listed a number of them here.
